# Independent CWCs

1. Independent CWC is a special task force of the above-listed Council bodies.&#x20;
2. The *Independent CWC* members are also the most active contributors, working on the core functioning of the Open Council body, which the Independent CWC is affiliated with.&#x20;
3. Members shall contribute to maintaining and updating Foundation's documentation for the public facing records.
4. Members of CWC shall contribute to the research documentation of the project, just like any other individual contributor to the project, except they may have additional rights and privileges to act on the project's change requests.
5. Members of Independent CWCs also introduce new members of the Foundation to their Council's documentation, and inform the community through public-facing records.
6. Members of CWC work with and counsel their Open Council body to ensure the Foundation's direction is **public facing, open and transparent,** at all times.&#x20;

7\. Independent CWC members propose *"Community Proposals"* in favour of their Core Work group's primary affairs.&#x20;

Any Independent CWC member may initiate a community proposal for Foundation's Open Convention Forums.\
An appropriate Open Council Committee member(appointed to the affiliated Council) can nominate a community proposal for a Committee Vote.&#x20;

Open Council body ratifies community proposals from Independent CWCs and decides whether to accept or reject CWC member's proposals. <br>

**Escalation Matrix: "Right to be Heard"**

In the case, where Independent CWC and their Open Council body have a difference in the opinion on a critical issue, and their Open Council body has rejected the counsel of CWC(within guideline 6), CWC can escalate the subject to the mailing list of the Observers Council.&#x20;

Note: The Observers Council members are also humans. They may not have a fitting solution to the issue. In this case, CWC is always free to hold a community referendum on the issue.&#x20;

8\. CWC members participate in open-source communities of projects outside of what the Foundation maintains or directly supports and defines as a "Project."&#x20;

CWC members represent the Foundation's initiatives in industry events and activities.&#x20;

### <mark style="color:green;">How to Join?</mark>

#### <mark style="color:green;">Following guidelines explain how a member shall constitute Independent CWCs:</mark>

<mark style="color:green;">**Step 1:**</mark> <mark style="color:green;"></mark><mark style="color:green;">A member of the Open Council shall generally nominate a community proposal on behalf of a member of the community.</mark>&#x20;

1. <mark style="color:green;">For the nomination to be successful, atleast two members -</mark>&#x20;

   <mark style="color:green;">Nominee, and a single member of the specific Open Council body, nominating the member to it's linked CWC, shall participate in the community proposal, for the proposal to be taken up by the specific Open Council body for a Council vote.</mark>

<mark style="color:green;">To build community consensus, a nominated candidate should work with the guidance of the member, nominating the candidate and publish a public facing report to support their nomination. <mark style="color:green;">**Step 2:**</mark> <mark style="color:green;"></mark><mark style="color:green;">Open Council Committee members vote on the nomination for appointment.</mark>

<mark style="color:green;">Appointment is conditional to a quorum, which is achieved with participation of more than half of the specific Committee's members and a majority in favour of the nomination.</mark>&#x20;

<mark style="color:blue;">The Open Council body members shall generally schedule an interview and document the interview for the public facing records of all CWC nominations.</mark>

1. *<mark style="color:purple;">Independent CWC</mark>* <mark style="color:purple;"></mark><mark style="color:purple;">membership is a democratically elected position in the Foundation's Open Council.</mark>
2. *<mark style="color:purple;">Independent CWC</mark>* <mark style="color:purple;"></mark><mark style="color:purple;">appointment is a voluntary membership and invites an active contribution in the Foundation's Legal, Regulations, Media, and Executive Council activities to support Foundation's objectives.</mark>
3. <mark style="color:purple;">The approval of a member's nomination and subsequent appointment is made by an appropriate Open Council body, and further ratified by the Independent Board.</mark>
4. <mark style="color:purple;">All nominations and appointments are made in good faith.</mark>&#x20;
5. <mark style="color:purple;">CWC appointments are conditional to member registering their information to the Foundation's data registry for records and dilligence purposes.</mark>
6. <mark style="color:purple;">CWC appointments are made for a period of atleast 1 to atmost 3 years.</mark>
7. <mark style="color:purple;">Members can voluntarily resign or can be democratically removed from the appointment, based on an Open Council Resolution.</mark>
8. <mark style="color:purple;">The Council resolution for Removal is further voted by the community referendum to remove a member from a CWC.</mark>
