एक सार्वजनिक, ओपन सोर्स, अनुसंधान और इंजीनियरिंग सहकारी बनाने, पोषित करने और बनाए रखने के लिए, समर्थन, निर्माण और ओपन सोर्स इंटेलिजेंस के जीवन चक्र के रूप में, (जिसमें शामिल लेकिन सीमित नहीं) "विज्ञान, प्रौद्योगिकी, अभियांत्रिकी और गणित (STEM) ढाँचे" के सम्मेलनों के भीतर।&#x20;

एक समुदाय-स्वामित्व वाली, स्व-शासित, सार्वजनिक ट्रस्ट गठित करने और धारण करने के लिए, जिसे कृत्रिम बुद्धिमत्ता शासन द्वारा सहायता प्राप्त हो, और जिसकी भंडार(open repositories) एक ओपन-सोर्स सार्वजनिक लेजर पर रखी जाती हैं, और जिसका नियंत्रण केवल इस ओपन संविधान के आर्टिकल्स ऑफ़ असोसिएशन के आत्म-शासन में निहित है।

* सार्वजनिक हित के विषयों पर सार्वजनिक सलाहकार, अवलोकन रिपोर्टें और निष्कर्ष तथा इनके समान सामग्री प्रकाशित करने के लिए, द्वितीयक उद्देश्य के साथ कि सार्वजनिक नीति सुधारों का संगठनात्मक और संस्थागत स्तर पर (जिसमें लेकिन सीमित नहीं) विस्तारीकरण किया जा सके;

‘‘स्व-शासित संस्थान जिनका सार्वजनिक संचालन नियंत्रण का एक तरीका है, वित्तीय पर्यवेक्षी एजेंसियां, अंतर-सरकारी एजेंसियां, सामाजिक और विकास संगठन, अंतरराष्ट्रीय बहुपक्षीय विकास वित्तीय संस्थान, वित्तीय अपराध एजेंसियां, मनी लॉन्ड्रिंग-विरोधी एजेंसियां, इलेक्ट्रॉनिक शासन और इलेक्ट्रॉनिक पहचान संस्थान, डेटा सुरक्षा एजेंसियां’’
