Let's say two jurisdictions are in a state of conflict, and this results in economic sanctions where the free movement of goods and services is on standby, halted or severely limited. The Fiscal Host/node of the Open Constitution AI network in the jurisdiction where the sanctioning party belongs must stay above compliance levels of the sanctions within the local jurisdiction. Similarly, the Fiscal Host/node of the Open Constitution AI network in the sanctioned jurisdiction must also stay above compliance levels with the second local jurisdiction. However, both Fiscal nodes must exchange information and accounting records with the network for the objectives of the extra-territorial entity as a whole, i.e., the Open Constitution AI network. Nevertheless, in the scenario of economic sanctions, it is the inherent design of the Open Constitution Global Statutes, where the Articles of Association establish that fiscal nodes should never communicate to exchange market values with each other. Each Fiscal Host contributes to the network and receives from the network through the Open-Bank protocols. This mechanism establishes sources of truth for accounting records of the Open Treasury.
