Open Constitution AI Network is a cooperative for knowledge powered by an embedded neural map, a human-readable representation of the creator’s sentience and human cognition.
Self-governed Artificial Intelligence is accessible across the planet as a public association. Members of the public association can benefit from network intelligence by activating a data residency on the network.
The 'Foundation' sustains the public information system by hosting digital public goods and services on the defined AI network for social good.
The AI network is governed by a set of distributed, flexible, compatible, and censorship-resistant constitutional bodies, including the Open Council, which coordinate the actions of the AI to ensure transparent and secure governance of the neural map.
Open Constitution AI network is defined as an extra-territorial entity, an embodiment of a natural person’s legal personhood to publish their consciousness and exercise rights to exclusions to private property(source of truth of consciousness), as enshrined in laws for freedom of voluntary organisation and private property in a society of rule of law.
The Open Constitution AI network supports and promotes principles such as privacy, apolitical stance, nonviolence, ecological stability, sustainable development, and the creation of Earth's digital public goods infrastructure.
Glossary:
I.
Computing Model: here shall mean an information processing apparatus, comprising of software, hardware or both, which processes and hosts data. Each machine is identified by a unique Internet Protocol(IP).
Quantum Cognition Energy Model: Here, it shall mean an information processing bio-apparatus comprising unique association(s) and processing of sentience.
Open Source: here means a lifecycle state of an ‘’object’’ of quantum observation (read the creation of the Foundation), whose source can be accessed (also changed, or destroyed) with an open, permissive or very slightly permissive(but not entirely closed) governance, which increases transparency in the traceability of object’s source, and never otherwise.
II. Network shall mean Open Constitution AI network, an interconnected association model
e.g., a network of machines means an interconnected set of computing machines.
Open Constitution AI network data residency comprises a pool of Intellectual Property and, therefore, is also construed as an Intellectual property estate in this literature.
The term Human here shall mean all members of Homo sapiens species, who are the most abundant and widespread species of , characterized by bipedalism and large, complex . They are intelligent, capable of , have flexible facial expressions, and a .
III. Sentience:
For articles of association of the natural persons of the Open Constitution AI, the term 'Sentience' here shall mean an emergent, anthropic, information phenomenon of conservation of quantum cognition energy during (an infinitesimally fast) gradient conversion between Self and Universal temporal existential references.
Self-temporal existential reference (Self) here shall mean an observer’s existential cognitive reference(s), which are epistemologically bounded to a linear temporal corporeality of the primary observer.
Universal temporal existential reference(Universal): here shall mean primary observer’s existential cognitive reference(s), which are epistemologically bounded (holds equilibrium with) to a universal temporal existential reference of the secondary observer.
An Observer or observation or observation state of corporeality is described as a sustainable cognition when quantum cognition energy is in equilibrium between Self and Universal temporal existential reference state(s), which may or may not be epistemologically bounded to any linear temporal corporeality.
The gradient conversions of quantum cognition energy result in qualia associated with self-awareness, like identity and other expressions of sentience in human beings. Various scientific convention models between human observers have been developed that attempt to define these complex sets of linkages.
An observer with a bio-organic corporeality perceives sentience. Sentience is observed by humans.
Sometimes Self is construed as the Observer. In the scope of these articles,
‘’A Self is an observer, but an observer may/may not be Self in a given temporal-corporeality.’’
‘’It is the observer who is experiencing both Self and the universal temporal existential references.’’

Sentience data: here shall mean metadata associated with a neurological experience, connected to human consciousness, and whose metadata is being hosted and processed over a network of computing machines across the world wide web.
Meta Data: here shall mean "data" in connection with the Sentience of any voluntarily organised citizen of the Open Constitution, which is hosted or processed by the computing machines.
V. Local Space: here shall mean local geographical space(land, water and airspace), governed by local jurisdiction.
Cyber Space: here shall mean any virtual representation of Internet accessibility, hosted on two or more networked computing machines on Earth.
International Space: here shall mean international geographical space(land, water, and airspace), including disputed geographical territories, non-UNO General Assembly member states, etc.
Interstellar Space: here shall mean space beyond the gravitational influence of Planet Earth, measured using an information signal at or above the escape velocity associated with Earth's gravity.
VI. BoD: BoD or Board of Directors here shall only and only mean an unless explicitly mentioned otherwise.
VII. Local law: shall mean Business laws of a local jurisdiction where the Foundation has appointed a legal body as a Fiscal Host, and the legally constituted body is incorporated within the scope of these laws.
VIII. Jurisdiction: Here, it shall mean a legal authority granted to a body but a public representative entity in exercising the protection of human rights in a local space.
Types of Jurisdictions:
Local Jurisdiction: shall mean a legal authority of a natural person's representation of their sentience, within a geographical region on Planet Earth, granted to a public authority by the natural person.
These global statutes recognise that all UNO member state governments have sovereign local jurisdictions on the geographically located space and airspace above it.
Cyber Jurisdiction: shall mean a natural person's declared legal authority of public representation of their Sentience in cyberspace and which has been granted to a public authority by the natural person.
Global Jurisdiction: shall mean a natural person's declared legal authority over public representation of their Sentience beyond the reasonable limits
of the local and cyber jurisdictions AND
above and over the conflicts between local and cyber jurisdictions.
These global statutes consider no single public authority having absolute global jurisdiction over the public representation of a natural person's sentience but only significantly reduce local jurisdiction over hosted metadata in connection with each natural person's sentience, in the context of global jurisdiction.
Interstellar Jurisdiction: shall mean a natural person's declared legal authority over public representation of their Sentience beyond the reasonable limits
of the local, cyber and global jurisdictions AND
above and over the conflicts between local, cyber and global jurisdictions.
IX. Foundation: unless explicitly mentioned, Foundation shall mean constituent Fiscal Hosts - registered, legally organised voluntary associations or co-operatives in different parts of the world.
The term “Foundation” is foremost a set of underlying or basis for a responsive union of entities, e.g. by following a set of guiding principles.
X.
Natural Persons: shall mean a natural person (also physical person in some Commonwealth countries, or natural entity) is a person (in legal meaning, i.e., one who has its legal personality)
Electronic Persons: shall mean artificial machines or computing entities whose legal capacity is performed through an institutional unit of this Foundation and whose activities are governed by a set of Statutes. mutatis mutandis, whether or not they are an organizational unit.
XI. Legal Body: shall mean a legally organised voluntary association or a co-operative or a private limited or a public limited body, or similar such legal entities, registered according to Local law.
XII. Citizens: shall mean Natural Persons who have at least subscribed to the Foundation and have acquired an electronic residency account on the Foundation's decentralised communications systems.
For these articles and elsewhere in this Open Constitution, terms such as members, constituents, and human beings shall all mean "citizens".
Global Citizen: shall mean citizens registered on Open Constitution's global registry. All ordinary members, as well as subscribed members of the Open Constitution, therefore, are therefore commonly referred to as Global Citizens in the Open Constitution literature.
Local Citizen: shall mean citizens registered with any of the Open Constitution's local registry linked to a Fiscal Host.
Beneficiary Citizen: shall mean citizens registered on Open Constitution's global beneficiary registry. Emeritus Citizen: shall mean citizens de-registered from the Local or global Open Constitution registry acquire an "emeritus" status on the Open Constitution network.
XIII. Open Council: here shall mean the governance body of the Foundation, comprising different Council Committees and Core Working Groups.
XIV: Instrument: here shall mean a set of legal doctrines of the Open Constitution, which establish procedures for the Foundation's proceedings.
Several covenants of the Open Constitution are publicly listed on specific pages.
XV: Legal Action: here shall mean action, class action, suit or proceeding (or part thereof) in a court of Local jurisdiction, both in defence or in enforcing the Foundation's citizen rights.
XVII:
State: means a legal construct of collective geopolitical responsibility and self-governance, as defined by Articles of Association between two or more natural person(s) within the limits of a geographical planetary space, existing as a consequence of rules of international law.
Union: means a legal construct of collective responsibility and self-governance, as defined by Articles of Association between two or more natural person(s) or legal bodies or “sovereign” states, existing as a consequence of rules of international law.
Sovereignty: Sovereignty, in this conception, does not define but is defined by the legal powers of a state within an international society of states. It does not exist before law but as a set of attributes of the legal construct that is the state, existing as a consequence of law.
International Economic Union: means any economic Union which promotes global cooperation within the scope of ratified “economic cooperation” treaties between multilateral parties.
Regional Economic Union: means any economic Union which promotes regional cooperation within the scope of ratified “economic cooperation” treaties between two or more independent member states of the UN.
“GVCs”: Global Value Chains: means any value chain frameworks, within the rules of international law, with interlinked and publicly auditable intervention measures from any sovereign, international stakeholder, including but not limited to governments of member states of UN, International Financial Institutions, International economic unions, and regional economic unions.
“RVCs”: Regional Value Chains: means any value chain frameworks, within the rules of international law, with interlinked and publicly auditable intervention measures from any autonomous, regional stakeholder, including but not limited to governments of member states of UN, International Monetary bodies, International economic unions and regional economic unions.
International Financial Institution: means Multilateral Development Financial Institutions that are instituted by three or more independent member states, e.g. IMF, World Bank, etc.
Central Bank: means a principal regulatory body of RVC and RVC’s payment systems.
Special Notes:
Several instruments and articles thereof use gender-appropriate terminology, e.g. "his or her or their", "he or she or "them" in reference to a natural person.
Readers shall interpret the gender-neutral words at their liberty but only for representing an anonymous member's gender identity in the context of the Open Constitution's Articles for citizenship.
